The SERB Board meets regularly to resolve pending cases. Acting as a neutral, the quasi-judicial board determines appropriate bargaining units, conducts representation elections, certifies exclusive bargaining representatives, monitors and enforces statutory dispute procedures, adjudicates unfair labor practice charges, and determines unauthorized strikes.
SERB Academy is for newcomers to public sector collective bargaining. Attendees generally include new managers, new union officials, staff, and those who are or will be working in positions where they need to know how Ohio’s law governs labor relations in the public sector.
This conference is a thorough two-day overview of representation, dispute settlement, and unfair labor practice matters, covering the law, the administrative rules, and the day-to-day procedures of the agency. Content is presented by administrators and staff who speak from the perspective of daily experience. Materials are designed to give you easy access to the provisions of the law and the rules you need to consult.
The Conference on Ohio Public Sector Fact-Finding is designed for professionals who are part of the fact-finding process. Attendees generally include representatives of labor and management, neutrals who preside as fact finders, and attorneys whose practice includes representing parties at fact-finding
This conference on Ohio Public Sector Fact-Finding is designed to bring together representatives of labor and management, neutrals who preside as Fact-Finders, attorneys whose practice includes representing the parties at Fact-Finding and staff of the State Employment Relations Board to further expand their knowledge through shared experiences and updates in the field.
Fact-Finding is the use of an impartial neutral selected by the parties to determine what the “facts” are in a labor dispute. Ohio Revised Code Section 4117.14 provides the framework by which the fact-finding process is used to settle disputes between exclusive representatives (unions) and public employers if an impasse exists.
This conference is designed to prepare practitioners for the fact-finding process. Neutrals and advocates will participate on expert panels to discuss the current landscape of fact-finding in the State of Ohio. They will discuss trending issues, share experiences, and present perspectives from both sides of the bargaining table. This is an excellent opportunity to meet the neutrals, create contacts, and learn about the ever-changing environment of labor relations in Ohio.
Practical Negotiations Training
The Practical Negotiations Training seminar is hosted by the SERB Mediators and is designed as an entry level course to labor negotiations. This course explains the basics and best practices of labor negotiations. The Mediators will discuss the negotiations process and develop your understanding of the bargaining process and give you several negotiating tools to enable you to reach solutions in your bargaining.
Advanced Negotiations Training
The Advanced Negotiations Training seminar is hosted by the SERB Mediators and is designed to enhance your understanding of the bargaining process and give you several negotiating tools to enable you to reach solutions in your bargaining; with an emphasis on solutions-based bargaining.
The SPBR Conference is for those new to the field of managing exempt employees in the classified civil service and non-exempt employees in the classified service. This conference also applies to those having collective bargaining agreements that allow for an appeal to the SPBR Board.
This SPBR Conference is also for new or current managers, union officials, attorneys, staff, human resource professionals, and those who are or will be working in positions where they need to know how Ohio’s laws and court decisions govern public employment issues.
