Objection to Request for Recognition Form

What is this form used for? 

This form is used to object to certification upon a request for recognition because the position does not meet the statutory definition of “public employee” and should not be included in the bargaining unit. It is also used if the employer wants to have an election instead of voluntarily recognizing the employee organization (union).
