Mr. Donald Collins has been appointed to SERB as General Counsel/Assistant Executive Director and Administrator over Bureau of Mediation. He brings significant knowledge and experience in labor and employment law to this assignment.
Most recently, he served as First Assistant Prosecutor of Delaware County. Prior to that he was City Attorney for Labor and Human Resources for the City of Toledo, where his responsibilities included labor contract negotiations and management, and representation before judicial and administrative bodies.
Other previous assignments have included service as Chief of the Employment Law Section under former Attorney General Betty Montgomery, where he was responsible for representing various state agencies on labor and employment issues before Ohio Trial and Appellate Courts. Don was also a former Assistant Franklin County Prosecutor, where he represented and advised the county on labor and employment matters.
He holds a Bachelor of Arts degree from the University of South Carolina; a Masters in Public Administration from The Pennsylvania State University and a Juris Doctorate from Capital University Law School.

Ken Hickey was appointed a Mediator in 2011. He conducts mediation, training and facilitation with collective bargaining negotiations, grievance, employment practice disputes, labor management committees, and strategic planning facilitation studies.
Ken has been practicing mediation for over 40 years and has experience in both the public and private employment spheres. He has represented school boards, transportation authorities, broadcasting organizations, shipping companies worldwide, and various departments of the federal and state governments. He has also represented individuals in employment disputes and discrimination disputes, with mediation occurring in most instances. Ken owned and operated a facilitation company, Facilitation Advisory Bureau, Inc., that provided facilitation services to the federal government, particularly with regard to government acquisitions and procedures.
Ken earned a Bachelor of Science degree from Holy Cross College in Worcester, Massachusetts, with a double major in Accounting and Philosophy, and a Juris Doctor degree from Georgetown University Law Center in Washington, D.C. Ken is married to an Ohio lady and is pleased to call the state of Ohio his home.
Chris Young joined the State Employment Relations Board’s mediation staff in December 2015, a year after retiring from the State Employment Relations Board (SERB) as an Administrative Law Judge with 22 years of experience. While working at SERB, Mr. Young primarily administered the collective bargaining agreement act under Ohio Revised Code Chapter 4117; mediated and resolved disputes regarding unfair labor practices such as refusal to bargain charges between public employees and public employers, and conducted quasi-judicial proceedings. Mr. Young also worked for the State Personnel Board of Review (SPBR), where he conducted quasi-judicial administrative due process and Ohio Revised Code Chapter 119 hearings for state, county and university employees exempt from collective bargaining. While working for SPBR, Mr. Young acted as the Board’s mediation officer on some of the most complex matters and issues.
Mr. Young is a native of Columbus, Ohio. In addition to his employment with SERB and SPBR he has also worked at the Court of Claims as a Staff Attorney and practiced law in private practice with the Law Firm of Kincaid and Randall. While working as a Bailiff in both Municipal and Common Pleas Courts, Mr. Young attended Capital University Law School at night, graduating in 1989. Mr. Young received his Bachelors of Science in Business Administration, majoring in Finance from The Ohio State University in 1982, and graduated from Whetstone High School in 1978.
