  James Sprague, Esq. - Chief Administrative Law Judge
   

Jim Sprague serves as SERB’s Chief Administrative Law Judge and supervises SERB’s consolidated Hearing Section regarding both SERB and SPBR adjudicatory activities. Jim received his Bachelor of Arts with Distinction and Honors in Political Science and International Relations from the University of Delaware. He received his Master of Arts in Political Science from Ohio State University. He received his Juris Doctorate Cum Laude (Order of the Curia) from Capital University Law School, where he served as Editor-in-Chief of the Capital University Law Review. Jim served as a Law Clerk for Justice J. Craig Wright of the Supreme Court of Ohio and then served as an Administrative Law Judge for SPBR before becoming that agency’s Executive Director. Jim has also served in a volunteer capacity for several City of Dublin boards and commissions, including serving for two years as Chairman of the Dublin Planning and Zoning Commission.

  Sarah Cole, Esq. - Administrative Law Judge
   

Sarah Cole is a Professor of Law at the Ohio State University Moritz College of Law, specializing in labor law and alternative dispute resolution programs.  She is a graduate of the University of Chicago Law School, graduating with honors. Following law school she clerked for the Hon. Eugene A. Wright of the United States Court of Appeals for the Ninth Circuit. She practiced labor and employment law with a Chicago law firm prior to beginning her career in academia.


Professor Cole has focused her research on the legal issues and policy that have arisen as a result of the increased use of alternative dispute resolution (ADR). She is co-author of several publications and has written and published extensively on mediation, arbitration, and other facets of the labor/management process. She consults regularly with the OSBA dispute resolution committee and the Ohio Supreme Court Commission on Dispute Resolution on dispute resolution issues arising in Ohio. She is also on the panel of arbitrators for AAA, OCB, OCSEA, NASD, and BBB. Until this most recent SERB appointment as an Administrative Law Judge, she has also been a Fact Finder for the agency. She is well versed in O.R.C. §4117 and brings a wealth of talent to the organization and those we serve.

  Ray Geis, Esq. - Administrative Law Judge
   

Ray Geis is an administrative law judge for SERB/SPBR. He received his bachelor of arts in social studies and secondary education, summa cum laude from Walsh University. Ray earned his law degree from the University of Akron School of law, cum laude, where he served as an associate editor on law review and interned at the National Labor Relations Board, Region 8 Cleveland. Ray was first exposed to the field of labor relations and employment law as a high school history/government teacher while serving as his school district’s local union president. To further his interest in labor/employment relations, Ray attended law school at night, and earned his juris doctor degree while teaching and clerking during the day. Upon graduation, Ray began his career as a labor relations manager for the State of Ohio. While working for three state agencies, Ray successfully handled grievances, administered contracts, participated in collective bargaining, advocated at arbitration, and mediated EEO cases among other duties. Ray’s varied experiences give him the perspective to understand diverse parties interests and points of view.

  Jeannette Gunn, Esq. - Administrative Law Judge
   

 Ms. Gunn joined the Hearings Section of the State Employment Relations Board as the result of legislation transferring the staff of the State Personnel Board of Review to the State Employment Relations Board. During her tenure with the State Personnel Board of Review, Ms. Gunn served as an Administrative Law Judge from 1995 through 2009, in addition to serving as the Board’s in-house technology coordinator and webmaster.

Ms. Gunn earned her Juris Doctor degree from Capital University Law School in Columbus, Ohio, and attended undergraduate school at the College of Mt. St. Joseph, earning a Bachelor of Science in Business Communication.

  Elaine Stevenson, Esq. - Administrative Law Judge
   

Ms. Stevenson joined the State Employment Relations Board as the result of legislation that transferred the staff of the State Personnel Board of Review to the State Employment Relations Board. During her tenure with the State Personnel Board of Review, Ms. Stevenson served as a Staff Attorney from 1999 through 2009. Ms. Stevenson currently serves as an Administrative Law Judge for both the State Employment Relations Board and the State Personnel Board of Review.

Ms. Stevenson earned her Juris Doctor degree from Capital University Law School in Columbus, Ohio, and attended undergraduate school at the Ohio State University.
