  Hearings Section
   

The Hearings Section conducts administrative hearings to resolve factual and legal disputes in cases involving significant issues of law arising from unfair labor practice charges and complaints, representation matters, impasse resolution, and other issues under Ohio Revised Code Chapter 4117. Cases are heard by one of SERB’s Administrative Law Judges, who are attorneys licensed to practice law in Ohio. The Administrative Law Judges may subpoena witnesses and documents, administer oaths or affirmations, receive or exclude evidence for cause, and submit written recommendations, with supporting findings of fact and conclusions of law, to the Board. The Administrative Law Judges are not bound by the Ohio Rules of Evidence when conducting the hearings.

The Administrative Law Judges preside over settlement conferences and conduct mediations of representation and unfair labor practice cases. The Administrative Law Judges also provide training in labor-management cooperation and interest-based bargaining.
